The responsibility of the Office of the Federal Prosecutor extends across international borders. Even if the focus of a terrorist group lies abroad, preparatory acts and, in exceptional cases, attacks are still possible in Germany. The Office of the Federal Prosecutor has conducted multiple proceedings against members of the Irish terror organisation IRA, a member of the Basque terror organisation ETA in 2014 and, since the 1980s, members and supporters of the PKK, DHKP-C and currently TKP/ML.
The terror organisations DHKP-C and TKP/ML represent a Marxist-Leninist ideology. They conduct an armed struggle against the Turkish state, with the aim of toppling the state leadership. In Germany, the DHKP-C and TKP/ML have structures for procuring funds for terrorist activities, weapons and further military equipment.
The violent struggle of the banned Kurdistan Workers' Party (PKK) is also supported from Germany through the transfer of funds and the recruitment of fighters. The PKK is responsible for numerous attacks and assassinations in Turkey.
The Office of the Federal Prosecutor brings charges for criminal acts committed in Germany in order to support terror organisations active abroad. Consistently pursuing these criminal acts prevents Germany from becoming a refuge for foreign terrorist groups.
