Indictment Filed Against One Suspected Member and One Supporter of the Foreign Terrorist Organisation ‘Islamic State’
On 12 August 2024, the Federal Public Prosecutor’s Office filed charges against the Afghan nationals
Ibrahim M. G. and
Ramin N.
before the State Security Chamber of the Jena Higher Regional Court.
There are sufficient grounds to suspect Ibrahim M. G. of supporting a foreign terrorist organisation and engaging in activities therein as a member (section 129a para. 1 no. 1, para. 5 sentence 1 of the German Criminal Code, section 129b para. 1 sentences 1 and 2 of the German Criminal Code). Ramin N. is suspected having supported a foreign terrorist organisation. Both individuals are also accused of conspiracy to commit a criminal offence (section 30 para. 2 of the German Criminal Code in conjunction with para. 211 of the German Criminal Code) and violations of the Foreign Trade and Payments Act (section 18 para. 1 no. 1 a)) in conjunction with the respective applicable provisions of the European Union.
In essence, the indictment sets out the following facts:
The accused have been supporters of the ideology of the foreign terrorist organisation ‘Islamic State’ since no later than 2023. Based in Germany, Ibrahim M. G. joined the regional branch ‘Islamic State – Khorasan Province’ (ISKP) as a member in August 2023. He, with the participation of Ramin N., had previously collected donations to the amount of €2,000 for IS in Germany and sent them to the organisation via intermediaries. The funds were destined for members of the ‘Islamic State’ detained in northern Syria.
In summer 2023, ISKP tasked Ibrahim M. G. with carrying out a terrorist attack in response to instances of Quran-burning in Sweden and other Scandinavian countries. Subsequently, Ibrahim M. G., aided by Ramin N., was planning to use firearms to kill police officers and other individuals around the Swedish parliament in Stockholm. To this end, both suspects closely coordinated concrete preparations with ISKP officials, particularly online research regarding the local circumstances surrounding the potential crime scene and several, yet unsuccessful, attempts to procure weapons.
On 19 March 2024, the accused were taken into custody and have been in pre-trial detention ever since (see Press Releases nos. 8 and 10 of 19 and 20 March 2024).
